Egypt: New Report Documents the State of Freedom of Expression in Egypt

The Association for Freedom of Thought and Expression (AFTE) has released its quarterly report on the state of freedom of expression in Egypt, covering the period from the beginning of July until the end of September 2018. The report includes a presentation and analysis of developments including renewed debate over the amendment of articles of the constitution which would allow Pres el-Sisi to extend his period in office beyond his second term, which is set to end in 2022.

The report attempts to review developments in the constitutional amendment process, explain their impact on freedom of expression and expose the authorities’ practices towards critical and opposing voices. In its review of the state of freedom of expression, the report touches upon the president’s ratification of new media laws, drafted on the pretext of combating information technology crimes, and highlights how the regulations and legislation imposed by these laws limit the freedom of the media, impede digital rights and use excessive penalties and obstacles to persecute journalists and activists.

In addition to this, the report includes a section which discusses the evolution of media security activities by tracking new acquisitions by the Egyptian Media Group, the latest of which was its acquisition of the CBC network, which occurred during the reporting period.

The second section reviews patterns of violations in three areas – freedom of information, digital rights and freedom of creativity – and draws conclusions which go some way to explain to readers the motives of the Egyptian authorities in their violation of freedom of expression. AFTE’s Monitoring and Documentation Unit does important work documenting these violations – as such, a list of violations are described in detail as an annexe to the report.
